One of the definitions of the word alien is "Belonging to, characteristic of, or constituting another and very different place, society, or person; strange. See synonyms at foreign." So even a person who lives in another neighborhood would be an alien to yours. So yes, Mexicans are aliens in any other country, same as any other national living in a country where they are forgeiners.

Yes, if they don't have the correct documents for living in the US. An alien is simply a person or being from another land. If a person wasn't born in a country and are not registered to live there, then they are "illegal aliens." Of course, a more PC term is "undocumented citizens."
