If it is read as: Are Muslims all extremists and terrorists?, then the answer is clearly no. There is a very small percentage of Muslims who are both extremists and terrorists. There is a somewhat larger population who are extremist but are not violent. However, the majority of Muslims are neither extremist or terrorist.
If it is read as: Are all Muslim extremists also terrorists?, then the answer is still no, but this is less obvious. Extremism in Islamic doctrine does not necessarily lead to terrorism. It may lead to increased prayer, increased devotion, earlier marriage, more children, etc. We can note many non-violent extremist Christian groups in the US, such as the Fundamentalist Church of Latter Day Saints, the earlier Puritans, etc. While most Muslims who are also terrorists come from an extremist background, there are many more extremist Muslims who are not terrorists than the amount who are.
