No, you cannot mount a 15" tire on a 16" wheel. If you are going from a 15" wheel to a 16" wheel then a better match would be a 205/55-16 which is .05% smaller in diameter. A 215/55-16 is 1.1% taller. But either size will work. The 205 size is almost a perfect replacement.

Should not be a problem. Tires have an almost identical height so speedometer will remain accurate.
Of course you can but I recommend against it. Your speedometer will be 3.182% too slow. This will also adversely effect the handling, mileage, and braking. Stick with the OEM size.
Yes they are. My 2006 Prius had P185/65R15 on when I bought it and I put brand new Michelin Destiny's on from Discount Tire and they are upgraded to the bigger time which is P195/60R15. They are perfect and puts a little more rubber on the ground instead of those stock skinny tires. My only question is that I am trying to find out from someone if this would change my speedometer at all, even a little bit so I could calculate my MPG a little better. I love my tires. They really make the Prius feel good on the road.
