In a way, yes and in another way, no. Its the same because they both have you go through the same adventure execpt in Soul Silver you catch Lugia first and then Ho-oh. In the Heart Gold you catch Ho-oh first then Lugia second. In heartgold you can catch the Pokemon Latias, In Soulsliver you catch Latios. It's just the little stuff like that that makes the two games a bit different.
