In the USA, 'Latino' is generally used to refer to people of South American descent.
So Portuguese, being from Europe and NOT South America, are not 'Latinos'.
In Europe however, Latino/Latin doesn't have an ethnic/race meaning. It refers to the culture and language of the Southern countries. (Italy, Spain, Portugal, etc).
