I think any volcano is potentially dangerous. It was once thought that volcanoes were extinct but now scientist think volcanoes are active or dormant. So any volcanoe could erupt and be dangerous. Some are more likely to than others.

Volcanoes which have not erupted in human history are known as extinct volcanoes. Extinct volcanoes are never expected to erupt again, and are therefore not dangerous unless they have been misclassified. So no, I do not think that all volcanoes whether active or inactive are dangerous. The only dangerous volcanoes are dormant volcanoes that explode suddenly with little or no warning.
