Arranged marriage is a cultural customary phenomenon. Religions often are modified slightly to fit the local cultures. Buddhism has nothing to do with arranged marriages.

The Hebrews were very into arranged marriage but I don't know of any MODERN religions that are into arranged marriages. They silly if you ask me...
It all depends on the religion and culture of the polygamist. There are American Christian polygamists, which typically don't allow arranged marriages, and then there are Arab Muslim or traditional African polygamists, which might.
