So far as I know. It was the very first (about 1971) and still the most basic anti-pollution device. It is also the easiest to replace (takes 30 seconds in most vehicles), and the easiest to "fix". Remove the PCV valve, give it a good shot of spray carburetor cleaner, and shake it. If you hear a rattle when you shake it, it's fine - put it back, you don't need to replace it yet.
