that's correct, but not all ventral herniae are incisional herniae, and even though some none-ventral herniae ( i.e. inguinal , femoral or umbllical ) are incisional in its pathophysiology ( i.e. technical failure and/or wound healing disturbance ) , yet they are not considered or labelled as incisional ones, simply because they are none-ventral ones ( i.e. they are "natural anatomical weakness points"), instead they are labelled "recurrent" ( i.e. recurrent inguinal or femoral or umbllical herniae ).

Femoral hernias are a relatively uncommon type, accounting for only 3% of all hernias. While femoral hernias can occur in both males and females, almost all of them develop in women
Both men and women can get hernias the same way, a weak place in the muscles of the wall of a body cavity splits and allows the cavity contents to protrude. Hernias involving the abdominal cavity are common in men and women. They can happen any place in the abdominal wall muscles. They are called ventral hernias. A type more common in men, but also seen in women, occurs in the groin area called the inguinal area on either (or both) sides of the low abdomen and are called inguinal hernias. These frequently show up after a heavy lifting strain and protrude/"rupture". A lump may appear in the area with the pain which is actually a portion of bowel protruding through the muscle opening. In men, inguinal hernias may not show a lump in the inguinal area if the area of weakness is at the bottom and bowel slips into the scrotum and protrudes there as a lump in the scrotum. Other common places in the abdominal cavity wall that can "rupture" are in the area around or near the belly button, which are called umbilical hernias, or at an incision site from a previous surgery called incisional hernias.

patient's symptoms and medical history are the first steps in diagnosing an incisional hernia. All prior surgeries will be discussed. The doctor will ask how much pain the patient is experiencing, when it was first noticed, and how it has progressed
In all the patients I've seen with inguinal hernias (a couple thousand), I never saw one that complained of buttocks pain...

Are they all muscle groups?
Building the core is important, especially if you have had difficulties with hernias. As long as you follow doctors instructions and take it slow, you should be okay doing a combination of exercises. Just don't put all your attention on the middle area.
By far the most common hernias (up to 75% of all abdominal hernias) are the so-called inguinal hernias. Much insight is needed in the anatomy of the inguinal canal. A hernia is protrusion of an organ or the muscular wall of an organ through the cavity that normally contains it. A hiatal hernia occurs when the stomach protrudes upwards into the mediastinum through the esophageal opening in the diaphragm.
