Depends on what type of BB gun it is. Some have a small lever to load and chamber the next BB. When that lever is pulled back, the breech is open. Some have an action which both charges the gun and opens the breech to load another round, such as the lever action BB guns, pump action BB guns, etc. In some cases, the breech may be exposed during this time, or it may not be (such as with the Red Ryder). For BB pistols, if they're revolver types, usually the top portion is hinged and can be opened to expose the breech this way. Some are made to resemble semi automatic pistols, and pulling back on the portion of the slide which can be pulled back opens the breech.
Depends on what type of gun you are talking about. Generally speaking, few revolvers have safeties. Virtually all semi-automatic pistols and rifles do have them, and the majority of shotguns are now sold with a safety. Older lever-action rifles generally don't have safeties, and most bolt-action rifles don't either.
There are a number of guns which feature dual action in the mechanism. For instance revolvers, such as the Smith and Weston Model 64, M&P R8 and Taurus Tracker990/991 all feature dual action.
Considering the size of most pellets, there is not much of a reason for a large Bolt Action air weapon. But yes there are several bolt action pellets guns and rifles. An example is the Crosman 2240. There are several "High Powered" air rifles, PCP's, (PreCharged Pneumatic) that also use a blot action, The Benjamin Rogue 357 the Marauder and Marauder pistol all use a bolt action system. I own at least 5 or 6 bolt action air guns.

Shouldn't have any problems with revolvers, single shot firearms, and lever action rifles. However, a semi auto chambered in .357 (such as the Desert Eagle or Coonan Arms pistols) won't be able to run .38 Special.
