No. The updates are controlled from the server, and the server will only allow the newest version. You can request, on the forums, for specific features to be returned to the way they were before. This request may or may not be honored - after all, not all players will agree with what is the best feature set for RuneScape. On the other hand, there is an old version of RuneScape available, called RuneScape Classic. I believe this is only available for paying members.
