Normally yes. Sultan is a title it comes from an Arabic language abstract noun meaning "strength", "authority", or "rulership". In practical terms it came to be used as the title of certain rulers who claimed an almost complete sovereignty without claiming to be the Caliph or Ruler of all the faithful.
