Without a doubt bait cars are entrapment not only is it a complete waste of tax payer money it is 100% unethical, morally wrong and also illegal in most states.
The law describes entrapment when a person is "induced or persuaded" to commit a crime that he had no previous intent to commit. Which is exactly what bait cars do. They leave nice cars with keys in ignition and usually door open and car running in low income usually minority neighborhoods.
If bait cars are legal we should also do the same to bankers and stock brokers. Set them up for illegal deals (that they do all the time) with an offer they can't refuse. Then jump out arrest them and put them on TV. Ofcourse that would never happen because their high prices lawyers would immediately yell "ENTRAPMENT!"
Entrapment when someone is put in a situation and forced to do something by an officer of law. It is not entrapment if an officer merely creates and opportunity for an accused criminal (making a 14 year old profile to bait a child molester), as long as the criminal was intending to commit the crime. It has to be proven that the victim would not have done it without interference (taking alcohol, etc.).
