OSHA does not "approve" any tools or equipment. So composite toe boots cannot be "OSHA approved." However, those composite toe boots that meet the relevant ANSI standard will comply with OSHA requirements if selected, used, and maintained appropriately.

OSHA does not approve any safety equipment. They do require that safety equipment be selected that is appropriate for the job and the hazard.
Any company that claims to offer "OSHA approved" safety equipment should be approached with a good deal of skepticism.
