It depends on how they raise the dog however if the owner treats it bad and teaches it to be aggressive then the dog could most likely attack people. I have a chihuahua myself and he is very well trained and doesn't show any aggressiveness in any way.

Yes a Chihuahua can bite you. A Chihuahua will also attempt to intimidate you by acting bigger than their actual size, this is called the Napoleon Syndrome. Chihuahua's are also seen as mean dogs a lot of the time because people hold them and hug them when ever something comes near, so the dog is then caught in between protecting themselves and their owners because if their owner is holding them away from something and trying to shield them then they think that person or animal is a threat.

Usually, Chihuahuas a very wary and cautious of people and dogs they don't know. They may bark, growl, or stay at a distance until they feel comfortable.

Generally, Chihuahuas get along well with other Chihuahuas. You really need to know how to train and socialize this breed, it is not a mellow dog for a first time dog owner.

mostly it depends which chihuahua. just like a person, it is just personality. most chihuahuas are gentle and kind, and the ones that come off as mean are usually all bark, no bite.
