It can, but if you do choose to only own one chin, then you must ensure you have lots of time to give him/her the attention they deserve. Chinchillas need lots and lots of attention, especially if they live alone.

I have a chinchilla who we got from a friend and he is not in a pair although he gets bored so we have to give him extra attention. It is best to keep your pet chinchilla in a pair but if he or she is not in a pair when you get he or she and he is quite old then don't get another chinchilla as this may cause fights because your chinchilla will feel that the other chinchilla is intruding on their territory.
