This is a conspiracy theory that we never get an answer for. So we don't know either way.
The first gym is in Striaton City. There are three gym leaders for this gym: Cilan, Chili, and Cress. The one gym leader you must fight against is determined by the starter Pokemon you chose. All three gym leaders have a level 12 Lillipup and one more Pokemon. If you chose Snivy, you battle Chili with a level 14 Pansear. If you chose Oshawott, you battle Cilan with a level 14 Pansage. If you chose Tepig, you battle Cress with a level 14 Panpour. Hope this helps!
you get the c-gear after you beat cilan/chili/cress in straiton city from fennel
Defeat Cress, Chili, or Cilan, depending on the starter Pokemon you chose, in Straiton City. Then Fennel will ask you to come to her house. Find Dream Mist, then she'll give you the C-Gear.

There aren't 'legendary trainers' in Pokemon Black/White 2, but there are 'special trainers' that are high-leveled and the strongest in the game. Some examples include Alder in Floccesy Town, Cynthia in Undella Town, Cilan, Chilli and Cress in Striaton City, Benga at the Black City/White Forest, the Plasma Frigate in the P2 Lab, the Shadow Triad in Icirrus City, and the GameFreak fellows in Castelia City. Most of these trainers require you to beat the game, though.
