First you have to the the C-Gear from Fennel in Striaton City after defeating Cilan/Chili/Cress and getting the Dream Mist from the Dreamyard. From then on, you can use the Online feature on the C-Gear to connect to your computer at www.Pokemon-gl.com to send a Pokemon to the Dream World. This only works if both your computer and DS have connection to the internet.
The Dream World isn't operational until the 30th of March.
