Most cosmetics sold in industrialized countries are closely regulated with the intend that they not be hazardous to health if used as intended and directed. However, with the internet, it is now possible to buy cheap product through the mail from companies that avoid regulatory controls or from places that do not have them.

And it has always been possible that cosmetics used within minority ethnic and immigrant groups, and made locally or imported informally, might not undergo the same strict scrutiny.

So unless you are buying recognized brands from established locations, you might encounter cosmetics that are hazardous in one way or another.
