No, they are herbivores. Carnivores eat other animals whereas herbivores eat plants. Thus, since cows eat plants, they would be herbivores.
Cows are not typically carnivorous. They are herbivores. However, sometimes ground-up animal products are fed to cattle. Also, there are the occasional reports of cows chewing on dead animals or biting live ones, but that does not mean they are eating the animals.

I suppose a cow that wants additional salt in its diet might lick blood, but cattle are not carnivorous creatures.
