DC was designed to be an enclave separate from the controls & laws of a state government, as any one state having the right to apply it's laws to the seat of the federal government would almost certainly lead to undue influence, at least in the eyes of the founders of the union.

There is a difference between federal laws & state laws in the United States; a state can legalize weed but under federal law it's still a controlled substance, & possession &/or use is illegal. For example, an otherwise law-abiding smoker can purchase & use in Colorado, but cannot transport it out of the state. Additionally, medical & recreational purpose laws vary by state. As of 2016, & DC have laws to legalize medical use; however, only Colorado, Alaska, Oregon, & Washington & DC have laws legalizing recreational use.
