In most modern works, dragons are as smart as, or even smarter than, humans. However, in most mythology and legends, dragons are little more than beasts, causing destruction, killing people, eating cattle, etc.

∙ 11y agoyes they are because dragons are mythological and can have a venomous bite, can breathe fire, are stronger and faster, there are more of them then tigers and can fly.
But if you consider tigers in a mythological side the Byakko is one of four guardians the Seiryuu being a dragon so they would be tied. Tigers in eastern mythology are rulers of the land just as dragons are rulers of the sky so they would be equals though dragons are more praised.
