Well actually no they are not safe. Simply because the fingers get into everything, bacteria and dirt can cause nothing but grief for a piercing in a finger and the body will push the piercing out. It's one of those piercings that just doesn't make and sense.

Claire's don't perform piercings, they use piercing guns. If you want to get a piercing then go to a studio with a professional piercing using the correct and safe equipment.

If Nevada and/or Las Vegas has parental consent laws for piercings for children under a certain age, no respectible and safe piercings salon will do piercings without that consent. Getting pierced anywhere else would mean much greater risk of infections and poor work.
If they are made from bio-compatible materials they are fine.

The friction irritates the piercings and reopens it in a way. Like, if you had a gash on your finger. You wouldn't want to move the finger because you would just keep the wound open and cause more pain.
I'd go with surgical steel. Certainly nickel should be avoided as it causes the most problems.
