In the United States, the honest answer is yes and no. Businesses and local governments do their best to lure foreign tourists so they will come and spend their money here. The public may warmly welcome foreign celebrities. But, there is an ugly side to this issue. Refugees and immigrants are not made to feel so welcome, particularly if they are not white, or poor, or do not speak English. The US is now deporting more foreigners each year than ever before in history. The US Immigration laws and policies to some extent reflect the racism of the lawmakers who drafted them, and the people who voted for those lawmakers.
