It usually is. Bullying is generally personal in nature. However, some bullies are motivated by hatred against a group or class of people, and they sometimes commit hate crimes. There are groups of bullies who will ride around and harass or attack the homeless. Some are truly motivated by hate, while others are motivated by attention, wanting to belong, and having fun at the expense of others.
