Democratic conditions generally involve free and fair elections, protection of basic human rights and freedoms, rule of law, separation of powers, and government accountability to the people. In contrast, nondemocratic conditions can involve restrictions on political participation, lack of respect for human rights, authoritarian rule, censorship, limited political freedoms, and lack of transparency in governance.
One problem with human rights enforcement is lack of accountability, where violators often go unpunished due to weak legal frameworks or lack of political will. Additionally, enforcing human rights can sometimes be difficult in countries with authoritarian governments or where there is conflict or instability.

Everyone has the same human rights, these are defined by the U.N not individual countries

because if there were no human rights many countries could suffer from the police and anyone can do anything to anyone and the higher rate of crime could increase more becausf the is no rights to protect anyone.
council...it basically means a group of experts from their respective backgrounds and committee is a group of general people. for eg.HUMAN RIGHTS COUNCIL it is a group of 47 countries which are expertise in dealing human rights in their own respective countries whereas HUMAN RIGHTS COMMISSION refers to group of 47 contries where they all are under an authority and have to accept the decision given by the authority that heads over the meeting a final decision cannot be attained in a council rather suggestions are given for a problem but in a committee an answer to a problem is obtained and implemented. human rights commission has been transformed to HUMAN RIGHTS COUNCIL....

The extent to which human rights are recognized and protected in the People's Republic of China is a matter currently in dispute between the government and the human rights bodies. China is one of the countries which is alleged to be in gross violation of the human rights.

Yes, but this is challenged in many countries (as are the human rights of women, racial and religious minorities and so on).
A country's human rights are typically stipulated in its constitution or in international human rights treaties and conventions that the country has ratified.
