Yes. If an IED can be readily noticed, it can deactivated or avoided and then it would be unable to serve as a functional mine.

The first improvised explosive device (IED) was likely used by guerilla fighters or insurgents during conflicts. It is difficult to pinpoint a specific individual or group, as the use of IEDs has been prevalent throughout history in various conflicts.
Im not quite sure about Iraq but, in Afghanistan, roughly 1222 of our boys have passed. Mostly by IEDs. God Bless them.
Excuse the spam produced by idiots. In the Vietnam war, U.S troops fought "Viet Cong" in jungle environments, were vehicles were hard to use, machine-gunners were targeted first, and aircraft could only bomb from perception, much like in WWII. Viet Cong would often use Guerilla tactics, such as ambushes and IEDs. Americans were slaughtered quite often in the bloody battles. The Vietnam war was quite beneficial; equipment and vehicles produced by the U.S is still used today, if not for the war, then this equipment may not have been used. Such equipment was the M16 assault rifle, now used as the M16A3/4 and M4 carbine, the M60 machine gun, still used today in Afghanistan as the M60E4, the AC-47 and AC-130 heavy gunships, now used as the AC-130U Spooky, and the F-4 Phantom started a long line of fighter jets including the F-14 Tomcat, F-15 Eagle, F-16 Fighting Falcon and F-22 Raptor.
Just to add a little more detail According to the Energentic Materials Research and Testing Center (EMRTC) in the courseware for Incident Response to Terrorist Bombing "An IEDs has four basic components which can be recalled by the acronym PIES:" P- Power Supply (electric or non-electric) I- Initiator - the component that starts the explosive chain ie squibs, blasting caps, flash bulbs, exposed filament) E - Explosive either high or low. Can be commercial such as ANFO, Military such as SEMTEX or Homemade exposive like HMTD or TATP S-Switches (Two Catagories mechanical or electrical) Switches usually perform two functions, safety arming & detonating
IED are normally constructed to blend in. IED can be made with military component.
1) IED's can be made with military components 2) They are normally constructed to blend in or be hidden
Select all factors that are ways in which you might become the victim of a terrorist attack.

Military munitions.
Other IEDs may use military and commercial explosives, such as trinitrotoluene (TNT), ammonium nitrate (fertilizer), and fuel oil (ANFO).
EFPs are capable of penetrating armor
