Nairs of Kerala are Hindus. Most of the festivals in Kerala are not for Nairs alone. Festivals like Onam, Vishu etc. are celebrated by all Hindus of Kerala. Hindus outside Kerala have their own festivals. Eg. 'Holi' is not celebrated in Kerala.

Essentially the difference is that nairs are a Dravidian tribe and Kerala soceity at large is of Dravidian origin like the majority of people in the four states of southern India. Some of the Tamil festivals like Thypooyam, Pongal etc are also Hindu festivals but not celeberated in northern parts of India.

Nairs are in the forefront of organizing, celeberating most of the festivals and are great exponents of classical art forms, music and other cultural activities in Kerala.

Which part of India celebrates Diwali?

Throughout the whole of India. However, the festival isn't widely celebrated in the state of Kerala, as it's not part of their culture. This is because Diwali has traditionally been a festival of wealth for merchants, and being a Communist-ruled state, the Hindus of Kerala have never freely engaged in trade. One of the best places to experience Diwali is in the "pink city" of Jaipur, in Rajasthan. Each year there's a competition for the best decorated and most brilliantly lit up market. It's a dazzling display that attracts visitors from all over India.
