It is a very difficult question to answer. Nations need to do bad things (war) to possibly get their goods. (Merchandise) So, personally, I think its a bad thing. They shouldn't be pursuing national interests beyond territorial boundaries. They risk SO many people's lives trying to get merchandise or food, or even money from other countries. They should just try and offer trades. That system has always worked. Both sides would be happy... its a win-win situation.

It depends on weather someone outside their territorial boundaries is being hurt. If no one is hurt, then yes it is acceptable. You've always got to ask yourself if the intent justifies the outcome.
