Nope. Any use of N2O outside of medical or surgical situations is illegal, and only then must be administered by a licensed practitioner.
Yes nitrous is legal, its the speeding that you do when you use it that is not legal.
There are all kinds of kits to enhance speed of scooter even nitrous oxide look on e-bay
It is possible to install nitrous kits yourself, but not advisable. Nitrous is very dangerous and if you do not no what you're doing it could lead to an explosion or serious injury to yourself. It is best to get them installed at a garage..
A Toyota dealership will not install nitrous kits on any car. They will accept the liability for the use of the system. Nitrous, when used incorrectly, can easily destroy a vehicle and possibly injure the occupants.

It all depends on how fast are you trying to go. I would recomend starting off with basic mantnence to increase the preformance of a vehicle such as a fresh air filter and good spark plugs and wires. when seeking a major increase in preformance on a budjet i would have to recomend nitrous oxide which when used properly is also relatively safe for your engine. Used nitrous kits could be found on craigslist for as little as $300

yes they are perfectly legal my jetta has a turbo
A four cylinder engine can be built to be EXTREMELY powerful, either my machining of the physical metal (head and block) to allow for more cylinder displacment and volumetric efficiency, or by use of "power adders" such as tubro or supercharger kits, nitrous oxide, and various intake systems. The limit is your imagination (and your wallet). -Ben
