I've had friends married at the Vatican, and my sister had been married at the Cathedral of the Immaculate Conception. The only difficulty is in that its not your parish, they don't know who you are, and won't do it, until they do know. Otherwise, its as just the same sort of horrible difficulty any wedding is.

First, you would need the permission of the dean's (the priest who administers the cathedral church for the bishop) permission to use his cathedral, just as you would if you were asking to use the church in your hometown. Consider that you are asking a very busy church for an appointment for the wedding, and possibly his time as celebrant. Remember, there is no Canon Law that requires him to speak English, so plan for that, especially if telephoning.

Secondly, consult with your local priest. He will need to prepare papers for you that will need to be forwarded through your local bishop to the Bishop of Palma, that you both are indeed baptized, free from impediment, published the banns, and have done the requisite pre-marital counseling. The requirements are no different than getting married at your local church; you just need the folks in Palma to know that you have complied.

Make certain you have enough time for all the documentation to get where it needs to go, and receive confirmation, in return. Be prepared to cover the costs of translation services on the other end.

If you're wanting your cousin, Father Aloysius, to perform the service, he will also need to go through a similar vetting, and clear that through the Palma dean.

That's just the Church side of things. You may also need to fulfill civil requirements.
