Yes they are. however the term hispanic doesnt mean much it was a colonial term to destinguish people of Spanish ancestry. For thay matter most Mexicans or Latin Americans are not even hispanic . The fact is they are most likely "mestizo" or mixed ancestry. While on the topoc Panama is diferent from the rewt of the region since most people are mixed one way or another.
