Pirated games can get you banned from Playstation network. Saying you need to hack a PS3 is just someones way of saying that normally a PS3 will not play Pirated games and that you must override the PS3 software while seldom describing a procedure to do so successfully without negative consequences.
No you are not able to play pirated PS2 CD's in a Sony PS3. There are some PS3's that are backwards compatible and can play PS2 games.
