I have been unable to find anything in Georgia law outlawing the possession of pocket bikes. If your question was intended to be "are pocket bikes legal to ride in Georgia", pocket bikes haven't been specifically addresses by the Georgia legislature and would therefore fall under the "moped" category because of their engine displacement.

It is legal to operate pocket bikes in the state of California. The only state that it is illegal to operate pocket bikes is the state of Florida. If the pocket bike is under 100cc ,it is okay. Pocket bikes are not considered motor vehicles in the state of California.
