Yes, poinsettia plants are harmful to cats.

Specifically, poinsettia contains a milky sap which is called latex (even though it is not the latex which helps in rubber production). Latex irritates a cat's digestive tract. Cats that eat poinsetta for Christmas will need to be treated for irritated mouths and stomachs as well as for nausea and vomiting.

No, that's urban legend. But if a cat or dog nibbles on poinsettia leaves, it will probably suffer an uncomfortable mouth rash and possibly stomach upset.

To prevent illness for your pet (and worry for you), put your poinsettia where pets can't get to it, and if you grow some catnip (or catmint) for your cat and give your dog chew toys, they are a lot less likely to try eating your plants.

No, poinsettias are not poisonous to cats, humans or any other living creature. The leaves are slightly toxic but you would have to eat about a pound of them to get any kind of negative reaction, and nobody would do that because they taste absolutely awful. And the "negative reaction" would be no more serious than a stomach ache and diarrhea.
