If they have the permission of the property owner, either expressed or implied, yes, they may do so. The legality of the "shot" is not affected regardless of where the radar/laser equipment is actually sited. If you are the property owner and would prefer that the police did not use your property, a simple request to that effect made the agency superiors should be sufficient.
