Yes, unless you are a licensed zoo facility or veterinary zoological doctor, and the primate has proper import permits for zoological purposes, it is illegal. Pet primates can carry deadly viruses, including HIV, AIDS, Ebola, Hemorrhagic Fever, malaria, and many other jungle diseases. Not to mention worms and parasites. They not only put the owners at risk, but the entire community as well.
If you know someone who has an illegal pet primate, contact your local AZA accredited zoo or exotic veterinarian to report it anonymously, so it will be taken to a proper zoo for veterinary care and to live in a proper zoo habitat. This is not only for the health of the animal, but also for the health of the owner and the community at large if those diseases get loose. Don't worry the owners will probably not be sent to jail, only have to pay a fine. But they will be lucky not to have contracted a deadly illness or worms and will need to have blood tests for their own safety after contact with an illegal black market pet.
