Actually, in the US, it is completely legal to own a pet fox, but some states ban it. To find out if they are legal in your area, call a Wildlife center, or go through your states' laws and regulations.
No wild animal can ever make a truly trustworthy pet. They are by definition "wild" not domestic. Besides, there is the question of whether a wild animal is happy in captivity. It is not part of their experience or nature.
If an animal was born in captivity, and it comes from generations of foxes bred for pets, then how would it know any different from what it was born in? There are hundreds of breeders around the US who breed these beautiful creatures as pets. There are also many people around the Us who OWN said foxes, and seem very happy with their beloved family member.
Yes, foxes are considered domesticated in many places, and have been for many years. Foxes make great pets for people who know what they're getting into (NOT something to buy on a whim). Fox Snakes (Pantherophis vulpina & Pantherophis gloydi) can make good pets if they are captive bred, but unfortunately most available Fox Snakes in the pet trade are currently wild caught and can be problematic feeders. Not really suitable for someone just starting out in snakekeeping.
Wild caught Fox Snakes can also be quite savage but will usually quiet down in time with gentle handling.

Foxes do not make good pets. They are not domesticated like dogs, and remain wild and liable to bite humans or destroy your belongings. If you like the look of a fox, you should get a dog that looks like a fox instead.

It depends where you live. In Iowa, it is illegal to domesticate a wild animal, I think that that is how it is in most of the U.S., but I'm not sure. Actually, in the US, it IS legal to own a pet fox. Some states have bans on the animals, but there are many who allow this exotic pet. Breeders all around the country breed domestic foxes for pets.
