They are fine and should meet the standards of road use set in place by your government, however do have several "flaws" compared to new tires. Retreaded tires that have any kind of big particles (e.g. dirt or pollen) between the wall and tread may have their treads shred off at high speeds, which explains any large chunks of tire you may see on the side of the freeway. This can also happen if the tread wasn't bonded well enough to the base leaving pockets for air. Just make sure you get good retreads from a legitimate reliable source.
