Charter buses are safe in the fact that everyone is together on a trip. They are especially ideal for school trips. I dont see any problems with using charter buses.
They are very safe. When is the last time you saw a city bus in a severe accident. They travel slowly, are drive by professionals, and are big enough to be seen by all drivers.
Now there is a rule. It's for smaller buses. These have lap belts. They need high seats. These keep bigger children safe.
