In this case purchases by companies for resale are not usually taxed while items purchased by a company for final usage is taxed such as office supplies, computers, tools, etc. Raw materials or items to be used to go into production of a finished product would not be taxed when purchased by a company manufacturing items, but would be taxed when sold to the final user so that it is only taxed once.
