Yes sidekick phones indeed can work within the Philippines if it supports a t-mobile simcard otherwise if you only use the normal Globe or Smart sim only text messaging and calls are available you cannot have access online through wireless internet.
If the Sidekick 3 is already unlocked, then it would take English SIM cards. If it's not then you cannot use it on different carriers other than the one it's currently on. However, only the phone and text is guaranteed to work, not the data since Sidekick phones have special data plans that is supported by no one else but T Mobile. Regular data plans do not work for Sidekick phones.
To use internet on Sidekick phones, you would need to register the device for a Sidekick Data plan, as regular data plans do not work on these phones.

I don't believe so. On some phones there is an option that narrates text when a text message is opened. This is however available only on some smart phones. Hope this helped!
