Fallout 3 was developed by Bethesda, however, Fallout: New Vegas was developed by Obsidian Entertainment, and published by Bethesda.

The Elder Scrolls series are and have always been made by Bethesda Game Studios, and published by Bethesda Softworks (often considered the same company and simply called Bethesda)
Fallout series were started by Interplay, who made Fallout 1 and 2, as well as the expansions Brotherhood of Steel and Tactics, neither of which is considered as canon.
In 2007, Bethesda bought the IP from Interplay to make two Fallout games. However Bethesda later bought the entire Fallout franchise.
Bethesda Game Studios developed Fallout 3 which was published by Bethesda Softworks in 2008.
Bethesda also hired Obsidian Entertainment to make Fallout New Vegas, a spin-off, which was also published by Bethesda Softworks, in 2011.
Obsidian was a team made from people who left Interplay, and Bethesda allowed them to tell the story which they intended for their own Fallout 3.
The next Fallout game, and any Fallout games following, will be made by Bethesda Game Studios and published by Bethesda Softworks.

Obsidian is making Fallout New Vegas because there is a group of people who hate Fallout 3, but love the other Fallout 1-2.And they're a group of people that love Fallout 3, but hate Fallout 1-2.So some people from Bethesda quit that company and joined Obsidian so that both groups love the same thing.Note: The original creators of Fallout 1 and 2 broke apart. Some people stayed, and some people left. The people who stayed made the Obsidian.

No, it was ,meant as a trilogy.Actually there will be. Bethesda Softworks purchased the rights to the Fallout canonical series after the release of fallout 1&2 and the cancelation of van buren. Nope. Fallout 3 and Fallout: New Vegas are completely different games, sure they are in the same title and the same game engine, but the configurations and in-outs are different for both games, so you cannot simply apply a mod you used for Fallout 3 and try to run it on Fallout: New Vegas. You may be able to find mods that match your Fallout 3 mods for New Vegas on an assortment of different websites all over the net.

No. A bomb shelter is for overhead bombs dropped from planes, etc. A fallout shelter is referencing a nuclear fallout, which would mean it would be safe from radiation.
