In the state of CA ALL teachers are ESL teachers since it is required by the state to have the course work for ELD learners. The states requires 30 minutes a day out of the teaching day to be devoted to ELD curriculum. I am not sure about other states but the job market in CA is not expanding and many teachers find themselves in a cycle of getting a job for one or two years and then "let go" before the 3rd tenure year. This is legal since they can be released "without cause" in the first two years. Depending on the Nov. election the CA teaching job market may get worse.
