Yes indeed. There are transcripts written by the Romans who refer to the Welsh Druids. These fought against the invasion of Cesar and others and eventually were forced to escape to Anglsey to regroup and plan their next assault. The Romans followed then and slaughter hundreds of people in an attempt to stop the Welsh retaliating

British is spoken in Brittany, where it is called Breton, and in Wales, where it is called Welsh.
That would be a personal choice as you could use either as your nationality. A Welsh nationalist is likely to choose Welsh while a non Welsh speaker who is a supporter of the United Kingdom might choose British.

In some parts of North America, the terms British and English are used interchangeably. By definition, someone who is English, is also British. The reverse is not true, as a Briton could be Scottish or Welsh for example. But it is never incorrect to call an English person 'British'.
