The final specifications for SATA 3.0 have not yet been released. Based on the draft specifications, it is possible to use the same connectors for both SATA 2.0 and 3.0.
The easiest way is to disconnect both ends and use a multimeter on it. You can buy one for about $20. Usually though, it's not the cable that's the problem, but rather the connection between the cable and the terminal (on either end).
