Computer form factors are regulated sizes, dimensions, and power standards (especially with power supplies) to ensure compatibility and modularity should the occasion arises when a part requires replacement or upgrades. Usually the case is that a computer chassis will support any smaller form factor parts in its series unless specified otherwise (e.g. EATX cases will hold EATX, ATX, and smaller, while ATX holds ATX, microATX and smaller).
For hardware upgrade (which you don't often need) a PC is better.
For software and OS update, a mac is better (I upgraded this one to 10.6 from 10.4).
This is entirely your own choice. If you feel your computer runs slow, and you've tried reformatting it, or if it can't run specific programs because it doesn't meet the requirements, and you really want to use that program, it's time to upgrade.
