On the new models yes they come on dipped beam unless u hav daytime running lights (the white l.e.d's) as soon as you turn the key. This is due to the fact that the law will be changing making it so all cars have to have there lights on at all times.

The VW polo has headlight bulbs. If the headlights are not working, it may be a bulb has burnt out.
The sensors are installed as a safety feature. If your sensor is permanently on, then the sensor it self will have to be replaced with a new one.

If your headlights wont come up when you turn the lights on then you will have to "turn" them up manually.......look under your front end for the box that controls your flip up headlights and find where you need to turn/crank to get them to come up manually. Remember though, they will be up permanently unless you crank them up and then back down all the time.
