No, they aren't. The activity of the volcano is constantly checked by measuring equipment. If it wakes the people who control it will know instantly and the people living in the neighbourhood will be warned immediately and, if necessary, evacuated.

That's the theory. However the volcano threatens not just a few small towns (Pompeii and Herculanium) but a modern mega-city with many million inhabitants. A very large eruption with pyroclastic flow occurs approximately every 1500 years. It is long overdue for another.
The Italian state is not good at planning for such eventualities. Even if there is a reasonable period of warning (by no means certain) it is unlikely the city of Naples could be evacuated. Many millions of people may die.
In the same area at the Campi Flegrei there are signs another volcano, of the type that grumbles in Yellowstone may be getting ready to blow. That one could devastate much of Europe.
