No, neutral safety switch deals with the position of the selector lever (gear shift) which prevents the engine from being started when in other than neutral or park. The multifunction switch controls lights, signals, wiper etc.
The neutral safety switch and backup light switch are one in the same. You have to replace it. It is located on the transmission where the shifter connects to it.

It sounds as though your safety neutral switch has to be adjusted. It has an adjustment kind of like screw that you can adjust. I suggest having someone that knows what they are looking for on it to do it. I had my safety neutral switch replaced and it did the same thing until I took it back and they re-adjusted it.

The clutch safety switch is located at the clutch pedal arm same as the brake light switch but slightly bigger.....To bypass the switch, just disconnect one wire or put a jumper wire accross the 2 wires to the switch depending on how the circuit was designed.......Since it is called a safety switch I won't recommend altering it....
